HAYWARD -- In 2002, the unincorporated Fairmont Terrace area of
Ashland didnt want to be part of Castro Valleys cityhood bid.
We are not Castro Valley, Richard Hancocks, unofficial mayor of
the 620-household area on Castro Valleys northern border, said at the
time.
A steering committees decision Friday to include Fairmont Terrace
in a Castro Valley parklands taxation area might backfire for the
same reason.
This is a dirty, backroom deal, Hancocks said when notified of the
committees decision. This is solely for one purpose: to spread the
tax burden.
The people of Castro Valley are interested in taxing people who
dont live in Castro Valley to support their parks, Hancocks added.
