The White House "bully pulpit," President Clinton is learning, isn't quite as bully as it used to be.

So far, the swirl of controversy surrounding Democratic fund-raising has not hurt the president's record-high approval ratings. The more immediate problem, from the White House view, is that the clamor of scandal threatens to drown out what Clinton wants to talk about.
