The White House "bully pulpit," President Clinton is learning,
isn't quite as bully as it used to be.
So far, the swirl of controversy surrounding Democratic
fund-raising has not hurt the president's record-high approval
ratings. The more immediate problem, from the White House view, is
that the clamor of scandal threatens to drown out what Clinton wants
to talk about.
"I don't think there's any question that when you're mid-water
in a feeding frenzy, not much else filters out," said White House
