Attiya Inayatullah, president of the International Planned
Parenthood Federation, has been in the family planning movement for
30 years, first in her homeland of Pakistan and later
internationally.
She was in town last week to meet with House members in an
effort to persuade them that when America supports family planning
programs for the world's impoverished women, it is preventing, not
promoting, abortion.
What prompted her visit was the House's insistence on imposing
a "global gag rule" on family planning funds the United States sends
overseas. It's already the case that the money can't be used to
provide abortion services or abortion counseling. But a fresh House
