Schools falling short of law

Districts required to buy products from disabled

Public school districts in Kansas are required --- by law --- to buy trash bags, printer cartridges, air filters, rubber stamps and other items offered by manufacturers who employ blind and severely disabled people.

However, compliance by the 300 districts in Kansas has been weak.

"Terrible. Beyond words," said Linda Merrill, chief executive officer of Envision, which employs blind people at facilities in Wichita, Pittsburg and Kansas City, Kan.
