Topeka Mayor Joan Wagnon denied Tuesday that the city used its police department to investigate personnel complaints of other departments.

The Kansas Association of Public Employees on Monday asked Attorney General Carla Stovall and Shawnee County District Attorney Joan Hamilton to look into alleged improper use of the Topeka Police Department to investigate city employees.
