- EPA water standards are bound to get a cold reception, especially if Kansans feel left out of the process.

It certainly appears that Topeka and the Kansas Department of Health and Environment might have done more to correct the city's water pollution problem (editorial above). But one of the biggest problems in dealing with clean water issues is that when the government moves assertively to require clean water, it can be very controversial. Often for good reason.
