Countries can learn from each other what to do and what not to do
even when constructing governments. Nicolas Sarkozy, the new
President of France, has broken with precedent just as Gordon Brown
begins the same task. Is there anything for the new British prime
minister to learn?

Conseil de Ministres, a body roughly equivalent to a British
