The top Russian air commander ordered most air force planes
grounded while investigators try to determine the causes of two
deadly military crashes. "We must clarify what has happened," Gen.
Pyotr Deinekin said.
Deinekin said his one-week grounding order does not apply to
aircraft on combat duty guarding Russia's airspace.
The latest crash occurred Thursday, when an An-12 cargo plane
clipped a civilian helicopter while landing in Naryan-Mar in the
