THE MARYLAND state school system is not waiting for the
national political argument over school testing to play itself out.
Following a project of many years' standing, it moved recently to
replace its current tests, which allow schools to compare their
relative achievement levels but have drawn some criticism for being
too easy, with significantly more difficult ones that will
eventually be required for high school graduation. To meet the most
widespread complaint about the tests by those opposed to them --
that their difficulty could shut kids out rather than giving them
the incentive to do better -- the state has also pledged a
longer-than-average phase-in period for the tests and ...
