THE MARYLAND state school system is not waiting for the national political argument over school testing to play itself out. Following a project of many years' standing, it moved recently to replace its current tests, which allow schools to compare their relative achievement levels but have drawn some criticism for being too easy, with significantly more difficult ones that will eventually be required for high school graduation.
