WASHINGTON -- The White House and the Pentagon have decided
to
refrain from targeting Saddam Hussein for attack because of the
practical problem of finding him and not because of the executive
order prohibiting assassination of foreign leaders, according to
senior administration officials.
The officials, who declined to be identified, dismissed the
contention that the United States has been held back by the
executive
order, which has been in effect since the mid-1970s. They said
Saddam
Hussein's position during wartime as supreme commander of Iraq's
military makes him a lawful target for assassination, whether by
