NEEDHAM -- In what town officials describe as the biggest
development battle in Needham's recent history, Star Market's parent
company is taking the Planning Board to court for permission to
build
a large supermarket and drugstore in the former headquarters of the
William Carter Co.
In November, the Planning Board rejected the controversial
proposal to replace the three-story brick Carter building on
Highland
Avenue with a Star Market Plus and a pharmacy. If built, the complex
would be the largest single development in Needham.
Neighbors of the Needham Heights site had lobbied aggressively
against the plan, which they said would cause traffic gridlock,
noise
