GLOUCESTER - When he retired after two terms as a city councilor in 1979, John Bell recalled thinking that "at the right time" he might want to run for mayor.

Bell concluded that time had arrived last year when he entered the race to succeed outgoing mayor Bruce H. Tobey. His instincts proved right: Bell topped the ticket in the preliminary election and defeated Councilor at Large Harriet Webster in the final.

Now as he sets about the task of governing the city, Bell is hoping to make good use of the skills he acquired over the years as a successful businessman and community activist. Many say he has already begun to do that.
