D.C. Mayor Marion Barry announced plans yesterday to eliminate
10,000 city jobs and up to 22 offices and agencies over the next
four years, presenting a "transformation" plan that included a
self-critical indictment of the bureaucracy he helped build in the
1980s.
His proposal, released without financial projections or
detailed implementation plans, comes just two weeks after Barry said
the city work force did not need to be reduced because it already is
the right size.
But with Congress and members of the D.C. financial control
board running out of patience with the city's financial slide, Barry
pledged to "lobby hard" to turn major pieces of the city government
over to the private ...
