JERUSALEM - Yasser Arafat, yielding to American and European
demands, agreed yesterday to appoint a prime minister to his Cabinet
in what reformers hope will be a key step by the Palestinian leader
toward relinquishing some of his powers.
The surprise announcement appeared to advance efforts to put
Middle East peace making back on track, although Israeli officials
have said they want Arafat out of the way altogether.
Officials in the West Bank and Gaza Strip said two top Palestinian
panels had to meet and key legislation had to be amended before the
measure would be implemented, but they said those steps could happen
