A new car wash is posing a severe challenge to Pepperell's attempt to control water usage.

Last fall, the Deparment of Public Works limited water usage by the Primrose Car Wash on Groton Street and an adjacent bank to 660 gallons a day, most of it for the car wash. But in the November-to- January quarter, average daily usage was 9,300 gallons.

"The owner is not playing by the rules he agreed to, and it is not fair to other people who have capacity limitations," said town engineer Bob Lee.
