Planning his retirement from NASA, Arthur Rudmann saved his
last government-provided move for a $250,000 town house in the rural
Anne Arundel County setting of Heritage Harbour.
He made it in. Rudmann, his wife Janice and their Labrador,
Dixie, now live in the Ballast Way section of the 1,600-home
retirement community west of Annapolis on the South River.
"Six months ago, we moved in here with great expectations and
what we found were great problems," said Rudmann, a manager of
NASA's space and earth telescopes.
The biggest problem for Rudmann and his neighbors is a
developer's plan to build 70 duplexes in the surrounding wooded area
