GEORGE W. BUSH MADE IT CLEAR DURING THE PRESIDENTIAL CAMPAIGN IN
2000 THAT AFRICA RANKED LOW ON HIS LIST OF PRIORITIES. JIM LEHRER,
WHO MODERATED THE THREE DEBATES BETWEEN BUSH AND AL GORE, NOTED
