D.C. City Administrator Michael C. Rogers stripped the
Department of Human Services of its most important power yesterday
by seizing authority over all contracts at the giant agency, whose
sloppy spending and management have been a major cause of the city's
budget crisis.
The extraordinary move by Rogers, one of three officials left
in charge of the District while Mayor Marion Barry is away seeking
"spiritual renewal," is in part a power play against the Human
Services director, a longtime Barry ally.
Rogers's maneuver also is an attempt to satisfy the D.C.
financial control board, which has accused Human Services officials
of contracting abuses and deception and had threatened to ...
