Most Air Force transport planes, including the jet that
crashed in Croatia and killed Commerce Secretary Ronald H. Brown and
34 others, could not be flown by U.S. commercial airlines because
they lack some safety equipment required by the Federal Aviation
Administration.
In fact, Air Force VIP planes, including some of those based
at Andrews Air Force Base, do not meet the requirements the Pentagon
imposes on civilian aircraft it charters to carry troops and cargo.
Had the Brown party's T-43A jet been civilian, it would have been
rejected even for charter service to carry pallets of military
