Article: Civil Liberties: Campaign Casualty

If Bill Clinton's presidency ends next January, what will be his legacy? A solid economy? The restoration of democracy in Haiti? Let me give the president an area to consider. He can fairly claim that under his presidency the civil liberties of Americans were diminished.

That, of course, is a claim Clinton will not choose to make. Nevertheless, he has either sponsored or approved laws that have vastly diminished habeas corpus, widened the use of wiretaps and put such a restrictive censorship astride the Internet that a three-judge appeals panel heaved it out as the garbage it really is. The president promptly reaffirmed his love for the legislation and said the government would appeal.
