LONDON More than three decades after they first met, Prince Charles, Britain's heir to the throne, announced yesterday that he will marry his longtime partner, Camilla Parker Bowles, at Windsor Castle on April 8. The announcement stunned Britain, where many are only grudgingly accepting of the couple.

Parker Bowles, whom Princess Diana once called a "Rottweiler" and blamed for the failure of her marriage to Charles, will not become queen should Charles succeed Queen Elizabeth II as monarch.
