U.S. special envoy Richard C. Holbrooke sought Thursday to
salvage the political provisions of the Dayton peace agreement on
Bosnia, warning that the ruling Bosnian Serb political party would
forfeit its right to compete in nationwide elections in September as
long as it is led by an indicted war criminal.
Holbrooke's comments came on the third day of a new round of
shuttle diplomacy during which he met the leaders of Croatia, Bosnia
and Serbia. His warning appeared to be a fallback position in the
event that he fails to persuade Serbian President Slobodan Milosevic
to remove the two top Bosnian Serb leaders, Radovan Karadzic and
Gen. Ratko Mladic, from positions of influence.
