When Cambodia's second prime minister, Hun Sen, journeyed
here last month for talks with China's top leaders, the unusually
lengthy visit was most notable for its secrecy and for the absence
of official news announcements.
The trip was made public in Cambodia at the last minute,
Hun Sen did not speak to reporters upon his return, and no mention
was made of what was supposed to be a landmark cooperation agreement
signed by the Chinese Communist Party and Hun Sen's Cambodian
People's Party.
But little more than two weeks later, in the Cambodian
capital of Phnom Penh, Hun Sen announced on radio a historic
