The school - onstruction story, over recent years, was that
there was no story. With declining enrollments and shrinking
budgets, more schools were being closed -- frequently to be sold
off for condominiums -- than were being built.
But the enrollment curve is beginning to turn upward, and the
schools that were built back in the expansion years are now showing
their age. The combination of these factors means that there is now
a growing backlog of school-construction projects.
A survey for the state's School Building Assistance Commission
identified 2,500 potential projects. Forty-seven projects in 30
school districts were listed as priorities because they are needed
