VENICE - President Reagan and leaders of the six other
major industrial democracies issued a somber assessment of the
world economy yesterday, saying it suffers from huge trade
deficits, mammoth budget overruns and growing demands for
protectionism.
But they offered few new solutions to the problems and did not
propose how to make old ones work.
Instead, they agreed in a joint declaration ending their
three-day summit here that "if world economic growth is
insufficient, additional actions will be required." And even that,
according to summit officials, prompted sharp debate.
"They agreed they can't stand pat," a Canadian Foreign
