The competition to be the next labor secretary has set off an
intense Washington lobbying battle between leaders of organized
labor and African Americans that may force President Clinton to
choose between two of his most loyal constituencies in last month's
election.
Clinton in his second transition has tried to avoid the public
emphasis on diversity that marked his accession to power four years
ago, when some critics said he appeared to be filling some top jobs
by checklist. But the fight over who will head the Labor Department
shows a White House still under acute pressure to mollify interest
groups with strong demands to be prominently represented in the
administration.
