The road to the Constitutional Convention begins in 1785, when another convention is held in Mount Vernon to discuss navigation on the Potomac River and Chesapeake Bay. James Madison feels a larger meeting should be held to urge the states to vest more power in Congress. Alexander Hamilton suggests a convention the second Monday in May, 1787.

MAY 25, 1787 The Constitutional Convention opens in Philadelphia with the initial goal of revising the Articles of Confederation. Delegates decide to create a new constitution.
