The Articles of Confederation are ratified, forming little more
than a league of friendship among the states.
1785-1787
The road to the Constitutional Convention begins in 1785, when
another convention is held in Mount Vernon to discuss navigation on
the Potomac River and Chesapeake Bay. James Madison feels a larger
meeting should be held to urge the states to vest more power in
Congress. Alexander Hamilton suggests a convention the second
Monday in May, 1787.
MAY 25, 1787
The Constitutional Convention opens in Philadelphia with the
initial goal of revising the Articles of Confederation. Delegates
decide to create a new constitution.
