White House counsel John Quinn's abrupt announcement this week
that he is resigning leaves the administration bereft of lawyers at
a time when it is facing potentially bruising congressional
investigations into campaign financing and 20 new high-level
political appointees who need vetting.
"It came as a bolt from the blue," one colleague said when
