Among Rwanda's Hutu refugees, both those who remain in Zaire
and those who have gone home, there are innocent as well as guilty.
Witnesses to the 1994 genocide are mixed among those who claim they
did not see. The killers were many, and may be headed home.
The genocide and its aftermath are Rwanda's pain. For Tutsis,
who lost at least 500,000 people in the genocide, it is the pain of
remembrance, the pain felt for loved ones who were killed, and the
fear that it could happen again. For Hutus returning home, it is the
pain of trying to reintegrate into a society seeking justice and
reconciliation and the pain of being painted with the broad brush of
blame for the genocide.
