Under orders by doctors to rest his badly strained voice,
President Clinton took to the golf course yesterday afternoon to
brood in solitude over who should fill his national security team,
with aides saying an announcement could come as early as today.
Clinton, according to some aides, appears to have reached at
least tentative decisions about who should fill several of the top
foreign policy, defense and intelligence jobs in a second term, but
wanted more time to reflect on the choices before making them final.
