Sen. Edward M. Kennedy will vote to confirm Edward F.
Harrington as a federal district judge when the Senate Judiciary
Committee meets tomorrow, meaning approval for the controversial
nominee is assured, committee sources said yesterday.
Harrington's nomination by President Reagan has been the focus
of intense local debate. Opposition has been led by two former
presidents of the Massachusetts Bar Association who contend he has
a volatile temper and is biased against women.
The concerns raised by Alice E. Richmond of Boston and Richard
K. Donahue of Lowell caused Kennedy, who has long known Harrington,
to hesitate over the nomination. But, the sources said, he has
