Glasnost is having the same energizing effect on Soviet science as it is having on economic and political institutions, a leading Soviet scientist said yesterday in Boston.

Internally, Soviet leader Mikhail Gorbachev's push for openness means creating opportunities for young scientists, decentralizing research activities and ensuring that scientific breakthroughs are applied to industry, said Konstantin V. Frolov, vice president of the Soviet Academy of Sciences, during an address yesterday at the annual meeting of the American Association for the Advancement of Science.
