Article: For Worker and Employer, Sexual Harassment Is a New Area of Law

It began as a joke during the floor debate in the House of Representatives over the Civil Rights Act of 1964. Proponents of the bill were pushing for a ban on employment discrimination on the basis of race, creed, color and national origin. Opponents sarcastically suggested they might as well add sex to the list of discrimination bans, since they had included everything else.

No one is laughing today. Sexual discrimination became part of the 1964 law and the pervasive problem of sexual harassment now is the fastest-growing area of discrimination complaints in the workplace.
