The international track and field federation has ordered the British Amateur Athletics Board to suspend Budd for a year for showing up (but not competing) at a track meet in South Africa last summer. If the BAAB doesn't, the IAAF says it may suspend the whole British team from the Seoul Olympics and the African nations say they'll boycott.
