The Department of Social Services, facing criticism for both its handling of a foster care case and a budget crunch, has created a quiet storm within the Dukakis administration about its effort to move into a private, high-rent office building.

Gov. Michael S. Dukakis' budget staff has refused to approve the department's plans to sign a five-year lease that would have cost taxpayers about $3 million more than what agencies of similar size are paying for private leases in Boston.

The rejection of the lease, based on a rate of $31 a square foot, has triggered a lobbying effort by Department of Social Service officials to try to overturn the staff's decision.
