TOKYO - Long timid in its diplomatic dealings, Japan lately
has been stepping more boldly on the global stage. The export
colossus may be on the verge of becoming something many of its
people do not want it to be: a full-fledged, international
political power whose influence, some predict, will one day rival
that of the United States.
At the June economic summit in Tokyo, Prime Minister Noboru
Takeshita made plain that Japan intends to use its economic
resources to chisel a new role as international peacemaker. He
outlined a $50 billion foreign aid package and an ambitious program
intended to ease the debt crisis in Third World countries. He also
