Sen. Edward M. Kennedy, who led a protracted 1981 battle to
block Dr. C. Everett Koop's confirmation as the US surgeon general,
needs no prompting nowadays to admit his error.
"I'd say my vote against Chick Koop was a mistake," Kennedy
volunteered on Friday, even allowing that a President Dukakis
"wouldn't make a mistake in keeping him on."
Back in 1981, Rep. Henry A. Waxman (D-Cal.), the liberal
chairman of the House subcommittee on health and the environment,
called Koop "a man of tremendous intolerance" because of his
personal antiabortion crusade. "Dr. Koop scares me," Waxman had
declared.
Last week, Waxman said the 71-year-old Koop "has been the
model of what we want a surgeon ...
