CLEVELAND - There is no question that Gov. Michael S. Dukakis
will win Cuyahoga County, where one out of every seven votes in
Ohio will be cast.
The question is: By how much?
Strategists on both sides say Dukakis needs to come out of
this Democratic stronghold, the home of Cleveland and an arc of
ethnic suburbs, with an advantage of no less than 125,000 votes in
order to carry Ohio.
But at this point in the campaign, both Dukakis and Vice
President George Bush are encountering difficulties in their
attempts to rally either of the two dominant political forces in
