Gov. Michael S. Dukakis yesterday criticized Vice President George Bush for standing by while 700,000 children were cut off Medicaid, and he proposed a $100 million program to guarantee that all uninsured pregnant women have access to top-quality health care.

"My dad was a doctor," Dukakis said in a speech in an atrium at Brigham and Women's Hospital amid a swarm of pink and plue balloons, noisy babies and buzzing doctors' beepers, "and when I was growing up, he talked about the principle that every doctor lives by: Above all, do no harm.
