If politics is the art of the possible, then zoning is the art of the achievable.

That's as good an explanation as any for the new look of Boston's proposed light manufacturing districts. Six months after city planners saw their original idea pummeled by critics, the zones are back before the public -- this time, planners say, in a palatable version.

"We thought we had a carrot at the beginning, but some owners thought it was a stick," says Marilyn Swartz Lloyd, the Flynn administration's chief industrial planner. "People are always concerned about change. They needed more information and more reassurances."
