A legislative panel yesterday approved a controversial bill that would strip the Woods Hole, Martha's Vineyard and Nantucket Steamship Authority of its right to deny operating licenses to private firms that want to run ferry services to the islands.

The measure, which handily cleared the Legislature's Transportation Committee, would also add two members to the authority's three-member board, a move that could dilute the islands' influence over the agency's operations.
