American policy makers have only barely adjusted to a new
Pakistan after the coming to power of Benazir Bhutto; nowthey face
the possibility of making similar adjustments to a different India.
A key state assembly election is scheduled for next month in
the southern Indian state of Tamil Nadu. Its result is likely to
determine the timetable for national elections that could see the
defeat of Prime Minister Rajiv Gandhi's Congress (I) Party, which
has held power since 1979.
The stakes for the United States are extraordinarily high.
Since the Soviet invasion of Afghanistan in 1979, Pakistan has been
playing the Western-bulwark role held by Iran before the ouster of
the shah.
