The sky was clearing and the golf course beckoned.
But before President Clinton could even begin his abbreviated
post-election vacation here this morning, he sat through a briefing
on overseas peacekeeping operations and telephoned South African
President Nelson Mandela to discuss refugees in Zaire.
For a president who just won a second term on the strength of
his domestic agenda, Clinton has been preoccupied with foreign
policy. In the 11 days since the election, Clinton has spent the
bulk of his time culling through candidates for secretaries of state
and defense and granting preliminary approval to send troops to
Zaire and to keep them in Bosnia.
