IF misery loves company, than Gov. Dukakis has got to love
his counterpart in Connecticut, Gov. William O'Neill.
Last month O'Neill went before his state Legislature and
delivered the bad news: tax receipts are down and there is not
enough money in the till to pay for all the expensive commitments
the state has made.
"What we have built is worth maintaining," O'Neill said,
defending his request for $737 million in new taxes -- pound for
pound a far larger tax increase than Dukakis has proposed.
O'Neill's request was greeted with a distinct lack of
enthusiasm. One legislator called the tax plan "obscene," and a new
group, Citizens for Limited Taxation, promptly sprung up to take on
