The Massachusetts Senate approved by a 27-6 vote a spending
plan for fiscal 1990 yesterday that is out of balance and includes
an oddly worded preamble that calls for new taxes without ever
mentioning the "T" word.
After a wild and sometimes chaotic session lasting nearly 25
straight hours, the Senate finished action on a $12.47 billion
budget that its sponsors acknowledged was at least $49 million out
of balance.
Sen. Patricia McGovern (D-Lawrence), chairwoman of the Senate
Ways and Means Committee, said the budget was more realistic than
either the governor's or the House's version. "It's the closest to
being in balance of the three," McGovern said.
