WASHINGTON - President Bush is discovering that it is much easier to wrap a presidential campaign in the flag than to wrap a government in it. Abbie Hoffman would be in stitches.

Within 24 hours of Bush's impulsive announcement on Tuesday calling for a constitutional amendment to permit Congress and the states to pass laws protecting the flag from the handful of desecrations it suffers each year, the White House found itself unable to write one, and bucked the issue to Capitol Hill. The president's allies there will now do the dirty work and he will cheerlead.
