Is Blue Cross merely playing hardball or is it throwing an illegal spitball?

That was the question yesterday at a hearing called to investigate charges that the state's largest health insurance company is engaging in a variety of marketing practices that are either illegal or unfair. The umpire -- the Division of Insurance -- made no ruling, but that did not stop the two sides from going at each other hard. The division did not say when or if it would come down with a finding.
