Mayor Flynn virtually pronounced his appointed school board referendum campaign dead yesterday, even before it has begun in earnest.

"I don't think it's going to win," Flynn said of his Option A plan for a seven-member School Committee appointed by the mayor, one of three options for voters to choose in a nonbinding referendum in November.
