Article: U.N. Aide Proposes Rapid-Reaction Unit; In Face of U.S. Congressional Opposition, Boutros-Ghali's Plan Appears to Have Little Chance

Secretary General Boutros Boutros-Ghali, swimming against an anti- U.N. tide in the new Republican-controlled Congress, called today for governments to set up a rapid-reaction force under U.N. command to respond to peacekeeping emergencies.

He also made his clearest admission to date that the United Nations erred when it pushed its way into a shooting war in Somalia in an effort to impose peace on warring clans. Boutros-Ghali said future operations will cling more closely to the United Nations' traditional neutral and noncombatant peacekeeping role.
