Article: Allen Sues U.S. on Air Pollution; Governor Contends States Can Decide How to Regulate Range of Areas

Gov. George Allen took his yearlong fight with the Clinton administration over new environmental rules to court today, insisting that the federal government has no power to force Virginia to impose stricter air pollution standards.

Invoking the same rhetorical flourishes long used by southern governors challenging edicts from Washington, Republican Allen marched from his office in the State Capitol down a hill to the federal courthouse here. He filed a lawsuit disputing rulings by the U.S. Environmental Protection Agency involving Virginia's regulation of polluting emissions from cars and industrial plants.
